The plate has 24 tapered holes which range from 156 down to 20 thou.
To produce a 1/32” dowel for example, start with a 1/16” dowel or square strip. Insert one end into the smallest hole it will fit into and pull it through from the other side. The sharp edge of the hole will shave a little of the wood away. Now move on to the next smaller hole & repeat the process. Continue like this until the size required is achieved.
