The railway companies owned a substantial fleet of open wagons, these being used for almost all types of traffic, the wagons being sheeted when weather protection was required. This type of end door wagon was usually used in coal and mineral service. These wagons were kept away from agricultural products, but would be used for timber or manufactured goods which would not be spoiled by dirt and dust.

While the Southern Railway operated a large number of open wagons for merchandise service the company did not require a substantial number of mineral wagons. In place of a specific design the Southern ordered a small fleet of standard RCH 1923 type 7-plank open wagons to maintain a stock of wagons for conveying coal from the Kent collieries.
